Launch of ARMM HELPS Convergence, a leap to pro-people Moro governance

A NEW leap to pro-people governance brings services closer to residents of the Autonomous Region in Muslim Mindanao, with no less than OIC Governor Mujiv S. Hataman leading officials and government workers in the launching of the ARMM H.E.L.P.S. Convergence of agencies in several areas of the region.

ARMM-HELPS, which stands for Health, Education, Livelihood, Peace and Governance and Synergy, has been launched in February in Basilan, Sulu, Tawi-Tawi, Lanao del Sur and Marawi City and more recently in Maguindanao.

Under the ARMM HELPS Convergence approach, regional line agencies have synergized or integrated linkable programs, projects and services, generating hard push from active participation of their heads of office in embracing a common theme: “ARMM Bayanihan para sa Kapayapaan at Kasaganaan.”

The ARMM H.E.L.P.S. Convergence is the banner program of the present leadership OIC Regional Governor Hataman for more coordinated and focused interventions at the local level to maximize resource utilization and generate sustained impact from government services.

The ARMM Convergence has been implemented under the ARMM H.E.L.P.S. for an implementing strategy to bring regional government services closer to the people, especially far-flung areas and depressed barangays in the region.

Highlighting the ceremonial launching is the presentation of the Convergence Package to be implemented by various Regional Line Agencies in the region during the term of the present leadership.

Part of the launching have been essential activities like medical mission, provision of hygiene kits, cash for work, supplementary feeding, financial management training, distribution of fishing gear/paraphernalia, farm implements, OTOS scholarship slots and many others.

Officials said for the successful launching of the ARMM H.E.L.P.S. Convergence they also credit the support and participation of different stakeholders at the provincial, municipal and barangay levels, where integrated delivery of services were provided – particularly,  in such pilot areas as: Barangays Sulloh, Tabuan Lasa, Basilan, Bulanting in Lamitan City, and Cambug in Al-Barka; Barangays Cabingan in Marawi City, Taliogon in Ganassi, Rantian, Ditsaan Ramain, and Dilabayan, Taraka, Lanao del Sur—all in Lanao Sur.

In Tawi-Tawi, ARMM HELPS Program has been launched in Barangays Tubig Indangan in Simunul, Tubig Tanah in Bongao, and Magsaggaw in Panglima Sugala.

Integrated services under the ARMM HELPS Program had also been taken to the people of Barangays Matatal in Maimbung and Bus-bus in Jolo.

Members of the indigenous Manobo-Dulangan and Teduray Tribes in Tubak (600 meters above sea level) in Ampatuan, Maguindanao were delighted beyond words to see officials led by OIC ARMM Governor Hataman and Maguindanao Governor Esmael Mangudadatu bringing in a package of sustained services, mainly on education, health and livelihood.

In his message during the ARMM HELPS launching, OIC Regional Governor Hataman said he hoped to see the convergence emerging as an effective venue of a sustained dialog between the Regional Government and the local communities. He assured residents of the piloted barangays that the Regional Line Agencies will return to the area for more development efforts in the convergence package.
