"The ARMM-Humanitarian and Development Action Plan (ARMM-HDAP) Cluster meeting is one of the principal initiatives of the regional government under the Hataman administration," Atty. Laisa Masuhud-Alamia, ARMM Executive Secretary and ARMM-HDAP presiding chair, emphasized in her message during the Cluster meeting on December 15, 2015, at the Regional Planning and Development Office (RPDO) Conference Hall, ARMM Compound, Cotabato City.
"A total of 2.3 billion pesos is allotted for Maguindanao alone, that is why we need to fast track the furnishing of some concerns in the Plan before the projects' implementation," Atty. Alamia added.
Maguindanao is one of the provinces in ARMM that was and still is greatly affected by both man-made and natural calamities. The recent event that happened was the all-out offensive military operations in some of the areas in the second district of Maguindanao resulting to displacement of 125,000 families in 15 HDAP municipalities.
"The HDAP is recently approved by the Senate, now we hope that the General Appropriation Act will be signed by the President. All of the plans we have conformed in the HDAP will start on January 2016. That is why we need to begin with the Annual Procurement Plan, as early as now," Engr. Baintan Adil-Ampatuan, RPDO Executive Director, stressed in her message.
Engr. Ampatuan also mentioned that the clusters need to prepare for the actual implementation, such as the Annual Procurement Plan by Agency, Cash Program using the DBM BED form, Deed of donation, Profiles of the detailed engineering of the program, and the List of Beneficiaries.
Other than the abovementioned requirements, the cluster discussed the site validation findings and recommendations, other projects without clear proposals and the ARMM Anti-Poverty Model. Successive to the discussion and presentations were the cluster break-out session to discuss the preparatory activities for the implementation of ARMM-HDAP and next steps.
The ARMM-HDAP is expected to set forth next year by implementing government initiatives specifically, relief, rehabilitation and reconstruction of both horizontal (refers to school buildings, houses, and health centers) and vertical (refers to roads and bridges) infrastructures, and provision of livelihood programs that will promote peace and help alleviate situation of affected communities.
