ARMM Officials ink MOA for 2016 HDAP Projects

Autonomous Region in Muslim Mindanao (ARMM) officials inked the Memorandum of Agreement (MOA) for the implementation of the region's Humanitarian and Development Action Plan (HDAP) projects yesterday, February 16 at the Bajau Hall, Office of the Regional Governor (ORG), ARMM Compound, Cotabato City. The activity was facilitated by the ARMM-HDAP Project Management Office (PMO) in coordination with the ORG.

The officials who affixed their signatures were ARMM Governor Mujiv S. Hataman, ARMM Executive Secretary Atty. Laisa M. Alamia, and RPDO Executive Director and ARMM-HDAP Project Manager Engr. Baintan A. Ampatuan and concerned Regional Secretaries/Heads of Offices.

Executive Secretary Alamia stressed in her message that the signing of the ARMM-HDAP MOA is one of the most essential parts of the Plan's implementation. "The implementation of the Plan's projects will boost up the lives of the people who are in conflict affected areas in the 2nd District of Maguindanao and its neighboring areas," she added.

Maguindanao is one of the provinces in ARMM that is greatly affected by both man-made and natural calamities where more than 125,000 individuals were internally displaced last January 2015.

Project Manager Ampatuan during the press conference said that around P 1.2 billion is the total cost of the projects under the signed MOA which will be pivoted on the concreting of roads, construction of vertical and horizontal infrastructures, provision of education scholarships and training for out-of-school youth, conduct of fish for peace projects, promotion of cultural and heritage under the livelihood interventions, training on food processing, conduct of land survey and titling, and others.

ARMM-HDAP is an offshoot reform of the ARG created to establish a systematized and coordinated approach in dealing with calamities. It emphasizes the roles of the stakeholders as well as the duty-bearers in the delivery of humanitarian and development assistance.

The implementing agencies that took part in the MOA signing were Department of Public Works and Highways (DPWH), Department of Agriculture and Fisheries (DAF), Department of Education (DepEd), Department of Tourism (DOT), Department of Social Welfare and Development (DSWD), Department of Interior and Local Government (DILG), Department of Science and Technology (DOST), Department of Environment and Natural Resources (DENR), Technical Education and Skills Development Authority (TESDA), Bureau of Fisheries and Aquatic Resources (BFAR), and ARMM-Humanitarian Emergency Action and Response Team (ARMM-HEART).

Follow-through ARMM-HDAP MOA signing will also be conducted with other implementing agencies.
