Cotabato City (April 30, 2014) - The Regional Planning and Development Office (RPDO), being the central planning and coordinating agency of the Autonomous Region in Muslim Mindanao (ARMM) has levelled-up by improving and enhancing the work competency and capacity of its manpower towards excellent services. Hence, a two-day Orientation on Strategic Performance Management System (SPMS) Implementation and Gender and Development Focal Point System (GFPS) cum Team Building Workshop was conducted on April 29-30, 2014 at the Golden Lace Restaurant, Cotabato City with a Theme: “Enhancing Work Competency and Integrity towards Innovation, Gender Responsiveness, and Transition to Bangsamoro”. 

spms 1The Regional Commission on Bangsamoro Women (RCBW) Chairperson Sittie Jehanne Mutin and Executive Director Irene Tillah served as the resource persons on strengthening the GFPS of the RPDO based on the Philippine Commission on Women (PCW) Memorandum Circular No.2011-1. 

Chairperson Mutin said, “The RPDO is one of the highly regarded agencies in ARMM and known as the Gender Advocates Champion”. She congratulated the RPDO for being one of the Gender Responsive Agency Awardee in ARMM during the culmination night of Women’s Month in March 2014. She also acknowledged the technical support of the RPDO on the institutionalization of the GAD in the region i.e. creation of the Regional Sub-Committee on Gender and Development (RSGAD) and Regional Steering Committee on the Localization of National Action Plan on Women, Peace and Security  (RSC-LNAP), and the preparation of the ARMM GAD Code and its Implementing Rules and Regulations. 

Further, Chairperson Mutin said, “The RPDO is the first agency in ARMM who has organized its GFPS”.  The GFPS is an interacting and interdependent group of people in all government instrumentalities tasked to catalyze and accelerate gender mainstreaming. It is a mechanism established to ensure and advocate for, guide, coordinate, and monitor the development, implementation, review and updating of their GAD plans and GAD-related programs, activities and projects (PAPs).

No less than the Acting Director of Civil Service Commission Region XII and ARMM Leopoldo Roberto Valderosa, Jr. delivered the lecture on SPMSspms 2 implementation and enhancing Job Performance at the workplace.  

“The RPDO is the first agency in the ARMM that has an approved SPMS by the CSC which will be implemented soon” Director Valderosa, Jr. said.

 The SPMS is an agency plan focused on linking individual performance towards the attainment of the organization’s mission, vision, and strategic priorities. The Office Performance Commitment and Review (OPCR) and Individual Performance Commitment and Review (IPCR) sets the employees functions and responsibilities and the basis of their performance rate.

After the orientation on SPMS and GFPS, the most awaited Office Team Building has followed. There were “Pasiklaban of Talents” among the five (5) divisions of the RPDO, Battle of the Brain Game, and the Peer Choice Voting for the Best Supervisor, Catalyst Staff, Best Preforming Administrative Staff, and Best Male and Female Performing Staff.   There were also games and raffles with exciting prices that adds to a jolly competition towards the end of the activity.
