ARMM Development Partners supports the ARMM-HDAP The Office of the Regional Governor (ORG) through the Office of the Executive Secretary (OES), in close coordination with the Regional Planning and Development Office (RPDO-ARMM) conducted the Autonomous Region in Muslim Mindanao Humanitarian and Development Action Plan (ARMM-HDAP) Forum with Development Partners last June 11, 2015 at the Holiday Inn and Suites Makati, Palm Drive, Ayala Center, Makati City.

Officials and representatives of the Official Development Assistance (ODAs) including the national line agencies, and ARMM regional line agencies attended the forum.

The activity primarily aimed at generating support and strengthening partnership and collaboration in the implementation of priority programs and projects in the 15 municipalities affected by the all-out offensive by the military against the Bangsamoro Islamic Freedom Fighters (BIFF).

Hon. Haroun Al-Rashid A. Lucman Jr., ARMM Vice-Governor and concurrent DSWD-ARMM Regional Secretary formally opened the forum. In his opening statement, he emphasized the rationale in formulating the ARMM-HDAP, 2015-2016.

“The high incidence of poverty and the untoward incident in Tukanalipao, Mamasapano, Maguindanao on January 25, 2015 that caused the death of 44 members of the Philippine National Police Special Action Force (PNP-SAF), 18 members of the Moro Islamic Liberation Front (MILF), and 3 civilians prompted the formulation of the ARMM-HDAP”, he said.

Mr. Howard Cafugauan, Assistant Secretary of the Office of the Presidential Adviser on the Peace Process (OPAPP) commended the Autonomous Regional Government for coming up with the ARMM-HDAP that will address the immediate needs of families affected by the Mamasapano incident. He emphasized the need for a convergence of peace and development efforts that are felt in the affected areas.

Moreover, Atty. Laisa Masuhud-Alamia, Executive Secretary of the ORG presented the salient features of the ARMM-HDAP, 2015-2016.

She also stated the mandates and functions of the Autonomous Regional Government pursuant to RA 9054, “An Act to Strengthen and Expand the Organic Act for the Autonomous Region in Muslim Mindanao”, RA 10121 “An Act Strengthening the Philippine Disaster Risk Reduction and Management System, Providing for the NDRRM Framework and Institutionalization of the NDRRM Plan”, and E.O. No. 11 which re-organized the Regional Disaster Risk Reduction and Management Council (NRRMC) and created the ARMM-Humanitarian Emergency Action Response Team (HEART) as the Operating Center of the NDRRMC.

Atty. Alamia reiterated the overall goal of the ARMM-HDAP which is “to help improve the living condition of the communities affected by calamities and build resilient and empowered communities in a secured environment.” She also shared development gaps needing support from the development partners.

Officials and representatives from ODA and NGA partners had commended the ARG in coming up with the ARMM-HDAP. They also expressed their full support to ARMM in the implementation of humanitarian and development projects in the region.

Engr. BaintanAdil-Ampatuan, RPDO-ARMM Executive Director delivered her closing statement. She expressed her gratitude to the ODA and NGAs for their attendance, and also thanked the component cluster heads and RPDO staff for their contributions in crafting the Plan.
