Improving HR Systems to a More Exemplary RPDO "It is a great opportunity for the Regional Planning and Development Office (RPDO) to be recognized for its excellence in the human resource management," Engr. Baintan Adil-Ampatuan, RPDO Executive Director stressed in her opening remarks during the Orientation on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) conducted by the Civil Service Commission of the Autonomous Region in Muslim Mindanao (CSC-ARMM) held yesterday, July 2, 2015 at the RPDO Conference Hall, ARMM Compound, Cotabato City.

The orientation was aimed to direct the RPDO HRM towards a more improved and fully functional systems of human resource.

Discussed in the orientation were PRIME-HRM three (3) processes which include: 1) Assess. This pertains to policies and guidelines on the four (4) Core HR systems (RSP, PMS, L & D, and R & D), and assessing the maturity and proficiency levels; 2) Assist. This is to provide technical assistance in PRIME-HRM; and 3) Award. After complying all the requirements needed by the CSC, the CSC will give recognition and accreditation to the high performing agency/ies.

Mr. Dominador E. Gonzales, CSC-ARMM Director said that PRIME means commitment, it is a commitment to improve the HR systems.

"The whole ARMM is very strategic in HRM, preparing the bureaucracy for the future," Dir. Gonzales added.

Dir. Gonzales has acknowledged the RPDO as the leading agency in ARMM to comply with one of the requirements of the CSC which is the Strategic Performance Management System (SPMS).

"RPDO sets as an example to all the ARMM agencies", Dir. Gonzales added.

Moreover, the PRIME-HRM is a mechanism to support the attainment of the vision of the CSC.
