The Autonomous Region in Muslim Mindanao-Humanitarian and Development Action Plan (ARMM-HDAP) Project Management Office (PMO) conducted a Seminar on Completed Staff Work (CSW) and Government Procurement Laws and Procedures on April 21, 2016 at the RPDO Conference Hall, ARMM Compound, Cotabato City.
Engr. Baintan A. Ampatuan, CSEE, Regional Planning Development Office (RPDO) Executive Director and ARMM- HDAP PMO Project Manager welcomed the participants of the different line agencies and briefly explained the significance of the seminar.
Atty. Sahara Alia J. Silongan, ARMM Solicitor General, discussed the Republic Act 9184 known as Government Procurement Reform Act which provides provisions governing the acquisition of public goods, consulting services and contracting for the infrastructure projects. She said that “Everything that the government purchased with funds should be covered by R.A. 9184 and Government Procurement Policy Board (GPPB).”
Engr. Ampatuan also discussed the Completed Staff Work which focuses on the principle of management that studies a problem and provision of solution by a staff in such form that all that remains to be done by the boss is to indicate approval or disapproval. "The completed staff work requires individuals to give their best thinking, their best recommendations and ultimately, their best work."
On the government procurement laws and procedures, Engr. Ampatuan added that it is vital to secure resources of the government from any possible graft and corruption practices.
The activity was participated in by ARMM-HDAP implementing agencies, RPDO and ARMM-HDAP PMO staff.
