‘Soba’ trivia to transport link plan, and more…..

TOKYO – The next time you see a cup of soba-labeled instant noodles in stalls of your favorite convenient stores, think of the Autonomous Region in Muslim Mindanao (ARMM) as the principal source of raw materials to producing the popular buckwheat-based soba in this Japanese capital.

I was surprised to know this myself from a recent visit to the Nissey Delica Corporation, which runs the processing plant of the Japanese soba noodles here.

ARMM Cabinet Secretary Norkhalila Mambuay-Campong and I represented the ARMM Regional Government to the 2013 Mindanao Young Leaders Invitation Program of Japan’s Ministry of Foreign Affairs (MOFA) for a working visit to this city, and in Hiroshima, Osaka and Kyoto, from October 21 to 28.

RPDO infra staff visit Lanao Sur projects

LDS monitoringMARAWI CITY - Eleven major infrastructure projects were visibly in various stages of implementation when the Regional Planning and Development Office (RPDO) infrastructure staff made rounds of site visits here and in seven Lanao del Sur municipalities last month.

Engineer Macapado Benito, Chief of the RPDO Infrastructure Division, said the projects included the repair of the Cotabato-Lanao Norte Road, Boisong, Picong Section; Road Upgrading (Gravel to Paved) Pantar Diversion Road – Marawi City; Concreting of  Kalaw, Marantao Road; Construction Ganassi,Tubod Madamba Road; Lake Lanao Circumferential Road, Bayang Road Section; Concreting of Lumbac- a-unayan road to Macadar; Bayang Marugong road; Concreting of Ditsaan Ramain Road; Dilabayan Bridge, Ditsaan Ramain; Lumba Bayabao Water System, and the Saguiaran – Piagapo Road

Benito said the RPDO team’s findings during the four-day visit from September 23 to 27, 2013 will be discussed in the level of Regional Project Monitoring and Evaluation Committee (RPMC), and corresponding recommendations will be forwarded to the Department of Public Works and Highways (DPWH-ARMM) for actions it may deem appropriate.

He said the projects have been funded under the CY 2012 and CY 2013 annual infrastructure support fund.

The RPMC, which is chaired by the RPDO-ARMM, monitors and evaluate projects in the region on a regular basis. 

Consistent with the policy directive of ARMM Governor Mujiv S. Hataman on open governance, site infrastructure monitoring is meant to ensure the physical existence of projects and essential compliance with engineering specifications and standards.

Engr. Benito said the team used geo-tagging technique in determining physical distances, elevation and global positioning system (GPS) of the infrastructure projects.

NEDA RDCom to look into ‘disparity’ in local dev’t. priorities

The National Economic Development Authority (NEDA) Regional Development Committee met recently in efforts, among others, to address disparities in regional development programs, officials said.

 

Hosted by the NEDA Region XI office, the government’s primary development agency at the same time held its board’s Regional Development Committee (RDCom) Mindanao Area Secretariat meeting on September 9-10 at the Waterfront Insular Hotel in Davao City.

 

The two-day activity was attended by NEDA Regional Directors for Regions 9, 10, 11, 12, 13 and the Executive Director of ARMM Regional Planning and Development Office. NEDA Deputy Director-General Margarita Songco, ADG Rose G. Edillon, AD Florante G. Igtiben, OIC-Director Remedios S. Endencia and AD Kathleen P. Mangore were also present in the meeting.

 

On the second day, discussions proved essential to development of Mindanao areas in addressing supposed disparities in regional development priorities, through promoting equitable allocation of resources to respond to critical regional and local development needs, pursuant to Executive Order No. 257, series of 2003.

 

NEDA Region 12 Director Maria Lourdes D. Lim said the activity, the first-round of NEDA’s Area Secretariat Meeting for Luzon, Visayas and Mindanao, was a perfect opportunity for review and discussion on updating the Philippine Development (PDP), Public Investment Program (PIP), as well as the Regional Development Plan (RDP) Midterm Update preparation, the National Spatial Strategy (NSS) and the National Transport Plan (NTP).

ARMM agencies to set community targets with CBMS

cbms COTABATO CITY– Regional government agencies are setting community targets for development programs through Community-Based Monitoring System (CBMS).

 CBMS as a technical strategy in planning draws up community programs or the lack of it in order to map up effective development interventions by the government of the Autonomous Region in Muslim Mindanao through its ARMM-HELPS (Health, Education, Livelihood, Peace and Governance, and Synergy) flagship convergence approach.

The Regional Planning and Development Office (RPDO) in partnership with the Departments of Environment and Natural Resources, and Interior and Local Government (DILG) conducted CBMS Orientation in preparation for a socio-economic survey in the provinces of Maguindanao, Lanao del Sur and Marawi City.  It was held at the Sardonyx Plaza and Restaurant, Cotabato City on September 4-5, 2013.

Also in the two-day training were members of the Bangsamoro Youth and Extension Services, Inc. (B-EYES) led by Mr. Shajid Quituar, who have been tapped as principal enumerators of barangay household surveys in areas identified as ARMM-HELPS priority in mainland provinces.

DAVAO CITY–Perennial recurrence of floods in most parts of Mindanao gathered together government planners into a two-day technical session with the Mindanao Development Authority (MinDA) on the lead on August 14 to 15, 2013 in this city, officials said.

Mainly, the technical session took up the review of the feasibility studies (FS) on four flood control projects in Mindanao.

OFFICIALS should collectively chart the course of the Autonomous Region in Muslim Mindanao (ARMM) to the future of the Bangsamoro homeland as a major issue in the Philippine Development Plan (PDP) consultation-series.

Then Executive Secretary Anwar A. Malang made this challenge to officials gathered into the First Regional Economic and Development Planning Board (REDPB) quadripartite meeting on April 23, 2013 at the Al-Nor Convention Center in Cotabato City.
