The RPMC-ARMM leads monitoring activities in ARMM provinces The Regional Project Monitoring Committee of the Autonomous Region in Muslim Mindanao (RPMC-ARMM) is currently conducting monitoring activities in the provinces of Maguindanao, Lanao del Sur and Sulu which started from April 20, 2015 and will end on April 24, 2015.

The activities aim to monitor progress of the implementation of ARMM projects such as the ARMM annual infrastructure projects, 2014 Bottom Up Budgeting (BUB), School Building Program, and Health Facility Enhancement Projects (HFEP).

The RPMC team is composed of RPMC members namely Office of the Executive Secretary (OES), Department of Interior and Local Government (DILG), Office of the Regional Treasury (ORT), Regional Planning and Development Office (RPDO) and non-government organizations’ representatives.

Recognizing the country’s volunteerism champions, PNVSCA launches the 2015 Search for Outstanding Volunteers

The Philippine National Volunteer Service Coordinating Agency (PNVSCA), once again takes the lead in recognizing champions of volunteerism as it launches the 2015 Search for Outstanding Volunteers (SOV).

The yearly search aims to give recognition to the unsung and ordinary Filipino citizens and organizations who have contributed extraordinary milestones for the country through their small, yet invaluable, acts of service towards nation-building and national development. The SOV is the yearly centerpiece event culminating with the celebration of the National Volunteer Month (NVM) every December.

"Through the SOV, PNVSCA gives importance to volunteerism as a platform to encourage people and groups to offer their services, talents and expertise as development partners of the government to harness the spirit of 'bayanihan' to make a difference in the lives of the people and communities.," PNVSCA Director Joselito De Vera said.

Since its inception in 2001, 119 volunteers and volunteer organizations have been recognized by the national government, through the SOV, with their significant contributions towards the upliftment of the lives of many Filipinos especially those in the grassroots and disadvantaged sectors of the country.

The Search is open to the following individuals and organizations currently providing volunteer assistance in the Philippines. Individuals of Filipino citizenship - Filipino or local chapters of foreign/international non-profit organizations; and Filipino or local chapters of foreign/international corporate organizations are entitled to join the SOV.

Nominations are accepted for the following categories:

1. National Outstanding Volunteer Award:

A. Individual: Youth and Adult

B. Organization: Not-for Profit and Corporate

2. Volunteer Lifetime Achievement Award

A. Individual

B. Organization

The Special Citation award is also conferred to outstanding volunteers who do not qualify under the regular SOV categories but which are deemed equally meritorious in accomplishment.

The SOV is conducted by the PNVSCA and the National Volunteer Month Steering Committee (NVM-SC) in cooperation with the Regional Search Committees chaired by the NEDA Regional Offices, the Department of the Interior and Local Government for the National Capital Region and the Regional Planning and Development Office in the Autonomous Region in Muslim Mindanao.

The, RSCs will be accepting nominations from 1 April until 30 June 2015. NCR nominations may also be submitted to the PNVSCA.

This year, Director De Vera hopes to generate more participation in the SOV. "As the country continues to face the challenges of an evolving volunteer landscape, we encourage greater participation and cooperation by all sectors of society in recognizing outstanding individuals and groups that brought life-changing and life-saving acts through volunteerism. We invite everyone to join and be part in this year's accolade for volunteerism champions."

RPDO steers its 1st Regional Steering Committee Meeting CY 2015 The Regional Steering Committee- Search for Outstanding Volunteers (RSC-SOV) spearheaded by the Regional Planning and Development Office of the Autonomous Region in Muslim Mindanao (RPDO-ARMM) has successfully convened its 1st RSC-SOV meeting CY 2015 held today, April 21 at the RPDO Conference Hall, ARMM Compound, Cotabato City.

Engr. Mlang U. Madal, RPDO Assistant Executive Director presided the meeting in behalf of Engr. Baintan A. Ampatuan, Executive Director of the RPDO, with the RSC members namely the Department of Interior and Local Government(DILG-ARMM), Civil Service Commission (CSC-ARMMM), and Bureau of Public Information (BPI-ARMM). Representatives from the Office of the Executive Secretary (OES) and the Department of Environment and Natural Resources (DENR-ARMM) also attended the meeting.

Engr. Madal emphasized that the ARMM-RSC and the 2014 Search for Outstanding Volunteers were created in accordance to the two legal bases; a) Presidential Decree No. 55 “Declaring the Month of December of Every Year as the National Volunteer Month”, and b) Republic Act No. 9418 “An Act Institutionalizing a Strategy for Rural Development, Strengthening Volunteerism and for Other Purposes”.

Ms. Melanie M. Indar, RPDO Chief of the Macro-Economic Planning Division (MEPD) stressed that the meeting was convened to re-orient the RSC members on the legal bases and functions of the SOC-RSC; procedures on disseminating information concerning SOV; mechanics and procedures in selecting nominees for the individual and organization category; and review and concur the SOV-RSC upcoming activities.

RSC-SOV is the primary body, in close coordination with the Philippine National Volunteer Service Coordinating Agency (PNVSCA), which aims to undertake advocacy for the promotion and recognition of volunteerism as a tool for development, and endorse all qualified nominations to the SOV-National Selection Committee.

RPDO-ARMM partakes in the DOLE-ARMM Labor Day meeting Representatives from the Regional Planning and Development Office of the Autonomous Region in Muslim Mindanao (RPDO-ARMM), together with other ARMM line agencies participated in the coordination meeting spearheaded by the Department of Labor and Employment (DOLE-ARMM) in preparation for the upcoming Labor Day celebration held today, April 21 at the RPDO Conference Hall, ARMM Compound, Cotabato City.

Mr. Muslimin Jakilan, DOLE-ARMM Regional Secretary emphasized that the 113th Labor Day celebration with a theme “Disenteng Trabaho at Kabuhayan Alay Natin sa Bayan” will showcase various activities during the celebration which includes jobs fair in both local and foreign employment, labor management conference, launching of occupational, safety, health.net, and calling for tripartite meeting.

Jakilan added that this year’s Labor Day celebration will be the last celebration under the ARMM government if the Bangsamoro Basic Law will be passed this year, and it will be the prelude to the labor and employment initiatives of the Bangsamoro government.

REDPB conducts its 1st Regular Meeting FY 2015 The Regional Economic and Development Planning Board (REDPB) convened its 1st Regular Meeting for CY 2015 on April 16, 2015 at the RPDO Conference Hall, ARMM Compound, Cotabato City.

The meeting was facilitated by the Regional Planning and Development Office (RPDO) as the technical secretariat of the REDPB, headed by Engr. Baintan A. Ampatuan, RPDO Executive Director in close coordination with the Office of the Regional Governor (ORG).

Two (2) members from the Regional Assembly, representatives of the provincial governors, two (2) Non-Government Organization’s representatives and chairpersons of the REDPB sectoral committees such as the Regional Development Administration Committee (RDAC), Regional Economic Development Committee (REDC), Regional Infrastructure Development Committee (RIDC), and Regional Social Development Committee (RSDC) participated in the meeting.

Atty. Laisa Masuhud-Alamia, ARMM Executive Secretary presided the meeting in behalf of the Regional Governor Mujiv S. Hataman as chairman of the Board. She stressed that the meeting is significant in planning for upcoming projects that would spur socio-economic development in the region.

Engr. Ampatuan said that the meeting was convened to discuss vital development concerns such as; a) endorsement of the Mindanao Spatial Strategy/Development Framework by National Economic and Development Authority (NEDA), b) endorsement of the Mindanao Development Corridor by Mindanao Development Authority (MinDA), and c) approval of Programming of the Annual Infrastructure Funds for 2016.

As the result, nine (9) resolutions were adopted and approved by the REDPB which include the creation of TWG to look into the declaration of the ecozones in the region, adoption of Mindanao Spatial and Strategy/Development Framework and Mindanao Development Corridor subject to inclusion of REDPB comments and priorities in the said Mindanao plan; adoption of annual infrastructure assistance for 2016, realignment of some projects funded under 2015 annual infrastructure funds, as well as the adoption of the organizational re-structuring of DOTC-ARMM for submission to DBM.

REDPB is the highest planning and policy-making body in ARMM composed of different policy-makers specifically the members of the Regional Assembly, provincial governors, city mayors and two (2) representatives from non-government organizations.

2015 ARMM Budget: Its development impact in the Bangsamoro community

Twenty-five years after its establishment, ARMM – one of the two most poverty-stricken regions in the country and the most conflict-affected area – has finally received its biggest budgetary allocation from the national government under the 2015 national budget.

Under the General Appropriations Act of 2015 enacted by Congress, ARMM – which is practically dependent on the national government for its budgetary requirements every year – has been allocated an amount of P25.2 billion pesos. The national government expenditure program for 2015 is P2.62 trillion pesos - the biggest in a single year budget of the Philippine government.
